XML Phonebook with search support

Hello, We need someone who can build for us web app for the remote phonebook. We have sip phone which use remote phonebook to download. The phone can use phonebook with two different request: request for all records or request for one record. Second thing that we should have ability to put the csv file which is convert to the xml. Also I put phone vendor specification how remote phonebook should look's like. Last thing that we don't have to much time for that. Only two days. So please read carefully and give me the offer only if you really be the sure that you can do this.
