Bittrex API with conditional purchase/sell orders

I need a bitcoin/cryptocurrency trading program using Bittrex API. key functionality requirements: 1. Able to import live ticker, purchase orders, live bids and sell data into excel spreadsheet based on live cryptocurrency markets. 2. Frequent data requests (as many as possible but at least 3-4/second) 3. Able to create/cancel purchase and sell orders based on special conditions across most currencies used on Bittrex. 4. A simple UI to allow me to create conditional orders (think excel commands; =IF, And, Or, +-*/). 5. Created fully as Excel VBA if possible. if not, would need to use the simplest programming language possible. Price is flexible within reason. willing to sacrifice certain functionality to keep cost down if needed.
