Lead Generation enhancements

I need you to develop some software for me. I would like this software to be developed using Python. I have a product called Leadpulse it’s a Visitor tracking Lead Generation tool I need to make several enhancements to the product. Terms for a test site with the code you propose - we are NOT doing the UI first, we need to see that we really can get a good physical address from a Mobile IP. This should be doable server-side in any scripting language -- if you want to use Python or PHP that's fine and a simple 1-page site to hit is fine. ** Once that capability is proven -- in ANY form -- then we can talk about how we integrate it. If you have it working in PHP, it is simple to wrap some PHP around that code and turn it into an API call. I have personally done that before. That capability has value to us -- and we will definitely want a longer term relationship with someone who can demonstrate that they can do such things. Once we have that trust, we can discuss converting the existing UI into Python/PHP or whatever you suggest and re-skinning it at the same time. Please also discuss your experience level with Ruby -- it is okay if you do NOT have experience, but we would like to know if you do. Also please discuss your experience with Open Web Analytics -- it is a PHP based tracking pixel framework and we use it to capture site hits site-wide from a single hit on the home page (and also capture picture images on the page viewed the longest). That capability "could" be duplicated in something else (Python's Beautiful Soup is similar to Ruby's Nokogiri and can probably do the same thing).
