I haven't looked at your code yet but based on your attachments removing the login system should be doable, implementing the email system won't be a problem either. You should be able to keep the administration system and discussion forum. Actions such as: removing inappropriate posts, and additionally you might also want a software based IP Address blacklisting capability to prevent further posts, I can help you with all of that. To maintain the Admin authentication, typical Windows Authentication via an Active Directory corporate domain system is utilized. Your Windows login is used when you boot into Windows, we would likely further restrict it to only allow access via your LAN NAT'ed IP Addresses. Depending on the amount of C# and SQL code we could be looking at multiple hours of work here, the first thing I'd want to do is look at the C# and SQL code just to gauge the size of the body of work to estimate the cost and time.
