Need information on registering a Vehicle in USA with title that says "for export" (sales tax not paid)

I had bought a used motorcycle in Texas (from a dealer) which I had intended to ship abroad, so I chose not to pay any sales tax on it – as a result of which the title has “for export” written on it. My move abroad got cancelled, and now I intend to either sell the bike or transfer the title in my name in the state of FL or CA. This project is for you to let me know: 1. How can I sell this bike in Texas (given that the title has “for export” written on it, I assume the buyer has to pay the sales tax, would it be on the value I purchased the motorcycle for? Does the buyer need to the DMV or TX motor department? 2. If I choose to keep the bike (I may move to FL or CA), what do I need to do to transfer the bike in my name in these states?
