small python script

Hello, i want a small python script. Need to writed in Python 3. In the script need to select the following variants (i write and some examples): command1="/usr/bin/ip a" value="[login to view URL]" repeats="3" include="1" when i run the script, they run the command1 and then: in the results if the $value is included $repeats times then do nothing. Otherwise they can send the results of the command with email. if the include variable is 0 then they do the opposite, send a email only if the variant is included 3 times in the results. I have allready the part of the script to send the email, so i want just the part to check the results.
