Simple python GUI for combining text and image

The application will be used to combine sports results and background images. The images generated by the application could then be displayed on an external program as an overlay on the videos, much like you see on your everyday sports TV program. Idea is to have pagination (generate more sequential images) to include all results. I am looking for a standalone Python GUI application that would request from user: - image file (jpg, png) from his filesystem, - csv file, - target directory. After hitting generate button it would combine the text from csv file to the image. GUI layout can be a simple label (selected path) + button (let's say Browse) for image and another for csv and target directory label + button as save location, while backend only needs to add let's say 10 rows per each image on hardcoded locations. Each row can contain up to 3 columns which are also in fixed predetermined locations. Number of generated images should be until all csv rows are displayed. My proposal is to use tkinter and PIL, but feel free to include your favorite combination in your offer, so that I know you are understanding Python and reading this. The development will be done (or at least handover) through GitLab as well as I can support simple Merge-Request review cycle during the development (if there is a wish). Example CSV file contains 23 entries, so basically with [login to view URL] it would generate 3 images, first two with 10 entries and second with 3 entries. Counter (for place) in front of each competitor can also be added.
