PHP script to decode BLOB column to text. With C# example source code reflection

I need you to develop some software for me. I would like this software to be developed for Linux using PHP. I have an application that has been build from C# language( .NET Form). The job of this app is only reading BLOB datatype from mysql database(just one table and one column is containing BLOB type). I need a freelancer who worked greatly with BLOB type on MySQL(decode BLOB to text). Freelancer can rewrite the winform to PHP(source code is decompiled with .NET Reflector).
