NFC check for members.

I run an association with 100 members at most. I want to make custom PVC cards with NFC, and use these cards to check which member is and also check is their membership/payment ran out of date. I already have a database on Google Drive that gets updated every a few weeks, so I'd like to use it somehow. I'd like to be able to use just an USB NFC reader to write on the cards and check the information. Being able to do that on a smartphone would be cool too, but not essential. Also, on a future point, my association will get its own webpage where we will probably drop the database and also add some kind of registration. So it would be even better if it could be compatible with that. Basically, I want what most places with membership and PVC cards have, but all I find is proprietary and doesn't look like it could use custom cards (as I would get a bunch of blank PVC NFC cards and then print on them and write the member's number on it).
