Modify An Existing Custom Plugin For A Tuition Website (Similar to WyzAnt)

I am looking for a world-class Wordpress developer to work on an existing code and modify it with new features. Do take a look at the reference site, WyzAnt. My website is built on WordPress platform and the code must be compatible with WordPress. Currently my website is working fine and all the tutors profiles are private. It is only viewable to the admin. I want the profiles to be public and public can use the search function to filter out the users details. For example, gender, age, qualification, experience and etc. My current plugin already has those meta fields for the filters. All these fields were already created by my custom plugin. Hence, I need you to come out with a search function to filter out based on these fields. You do not need to create any forms for me. The current form is fine. My system is good and I only need additional search function. In addition to that, I need to have a messaging function between the students and tutors. For the user profiles, I need additional function to show a image to show that their profile has been verified. Students can provide ratings and feedback for the specific user that they hired.
