File Redirection to Specific Folder of user's preference, C++ preferred but any language will do

Hello, I'm a real world R&D engineer with 2 decades of C++ on WIndows; but your budget is not going to work for me. At least , not for anti-virus or malware scanning funcitonality! How can you expect that for 250 USD? I an though.. develop a Application LEvel(i.e with no kernel driver for File SYstem monitoring) File System watcher, to monitor folder foe new files copied/created, and move them to user's chosen folder.
