Create Android and IOS app using existing online job marketplace software

I am looking for someone to create a online job marketplace app similar freelancer. HOWEVER, this exists already, I can buy a online job marketplace softare today, but there are too many to choose from! So I am hiring someone on freelancer to make the decision for me! I need an expert who can decide which software is best and get it running and knows how to customize it if it needs to be customized. Features include but are not limited to: --Works on Android and iOS --Users should be able to post and bid on jobs --Payment will be through the app and money can be escrowed and released as milestones --multiple payment gateways like Apple Pay, Google Pay, Paypal, Amazon, etc --some jobs will be on a pre-filled form with pre-filled prices --freelancers should be notified through the app of jobs that meet their criteria --users should be able to message each other through the app --users can upload photos through the app showing work was completed --a online website should also be part of this, so if users do not want to use their smartphone they can still create jobs online or check jobs that are available. I am keeping the budget small because I would rather start small and continue to send you additional money as you finish milestones. TEST: To test to make sure you would be good for this project I will ask you what online job marketplace softare you recommend we use for this project. If you do not know, you will not be picked.
