Build me a WordPress plugin with licencing support

A plugin that saves the users from invalid clicks of Adsense. Function: when plugin is activated. the users can copy paste their ad code in a box in our plugin. we will then give them a shortcode. We can control the shortcode. For Example: the user can tell how many clicks/period can ad get. If someone tryis to clickbomb someone's adsense the plugin can limit the ad click on the add. also the plugin can block ad clicks for some certain users if they exceed clicking more than X number. Also there will be graph how many times the clicks been made. also protecting clicks. also the plugin have the dashboard widget. Where we will so a little info from the adsense API. Licensing : the plugin can only be used if users email matches our database's email. also we can check which website is using our plugin. also have the ability to turn off the functions of the plugin from remote server to pritect it from piracy. the plugin can be bought using Woocommerce.
