Build a website that sends video fragments (PHP + FFMPEG)

What we need is a website (in PHP) that has a database of channels and a database of users. The channels are URL links to video streams (internet streams). In the site, it must be possible to set recording fragments. This means that for example, it can be set to record video from a channel URL on a certain date & time, also repeated (for example every day at 10AM and 2PM etc.). These video fragments are then placed in a directory and an email is sent to one or multiple users, with links to the video. This all must be done automatically. This way, it can be managed to send user 1 video links to fragments from channel 1, user 2 gets email with video links to fragments from channel 3 and 4, etc. The recording can be done with ffmpeg for example. Settings for the fragments must be: start date, start time, repeatings, quality (bitrate, resolution). All these settings can be changed with ffmpeg. Also settings must determine how long fragments will be kept, after this time they will be deleted. System must be completely web-controlled. All user and channel data must be configurable in the website. We provide a server, storage, SSH and SFTP access, MySQL, Apache2, test-URL channel links etc.
