Build an android app with rest api and backend admin panel

I need an app which will have a backend and rest api in case I later want to use the same databases for the iphone app and a website, but please note I am only building the android app and admin panel at this time. The app will be an app to give information about a city, showcase places like hotels and restaurants, have the city telephone directory and business directory which will be different from the telephone directory. The app will have paid ads from persons wanting to advertise on the app which I will administer thru the admin panel, ads will be banner ads and will show on various screens in the app. the app will also feature classified ads for regular people who want to sell things and those ads will be free to place in the classifieds module, these ones will show in the classifieds module only. I can show some examples and guidelines for the general idea of how it should work but I prefer you make your own unique design. Please note I have listed this project before and pais good money only to not have it work. This time I will create milestones and each milestone will be for modules that way I will not come out at a loss. Each milestone will be paid when that module is complete. Examples: Module 1, completion of app layout , admin panel and login and registration part of app with telephone directory, module 2. Business Directory module integrated in app, module 3. classifieds ad part of ap, module 4. My ads part of app, module 5 hotels, restaurants, things to do and featured items. Please note these are examples and not the exact way it will be structured. I would prefer if you show links will examples of past work you did when posting a bid. Please don't bid if you are not responsive and don't reply to messages for days or if you are just bidding for bidding sake. Please do not give me code from other peoples apps and please don't try to modify an existing app to make it do what I want. This has been attempted before, I will know.
