Convert Excel Workbook into a Standalone Desktop application

I have an excel workbook with 11 sheets. The user puts data into sheet 1 Calculations are then made based on the input data on the following 10 sheets. I need to convert this to a standalone desktop appliaction. There is no restriction to how this is done. There are a lot of excel calculations in the work book. The workbook input sheets consists of 5000 rows and 5 columns. The final application needs to be - Able to run on any windows based desktop without excel. Able to save and load changed data. Copy paste data from excel into input. Look and feel like a spreadsheet. Include a Print facility for each "sheet". Added - I have now uploaded a sample work book with a few sheets. sample only has 500 rows of input data to keep size small. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
