Webdesigner Needed - Multiple Sites + Logos

I am a freelance web developer (on the side) looking to find a web/graphic designer for several projects. I am working on a network of websites for my own business, a vinyl decal business (4 websites to start). I need the designs made for these, as well as a good relationship with said designer for future work. Please PMB with portfolio. Required: -USA Designers ONLY. Other bids will be ignored. -4 website designs (multiple revisions may be required) -Logos for each site (that will work on website/business card/catalog/on a sign) -Less than $100 total - looking for a relationship with a designer, not a one time deal -Designs should be emailed to me in html/php format -Logos should be in vector format (eps or ai(CS3)) -Payment will be made after designs are completed to satisfaction. -First designs to be completed in less than a week. I just need the design, I can integrate it into oscommerce. I'm looking for simple, professional designs for each site, I will provide more info after I choose a designer.
