Unicode to Ansi

An application is needed that can convert Unicode based Text files to Ansi based Text files. The application needs to process an entire folder of such text files and be able to skip the files that are already Ansi based. Also, add a function to strip between 1-5 lines off of the beginning of each file. The default should be set to 4. An example of a Unicode file to be processed is attached. One last item, the files should be saved in a folder within the original file location and it would be great if a final count be displayed when the processing is done. VERY IMPORTANT! This application should not be dependent on ANY DLLs of any type. I do not care about .Net or the Framework requirements. So if you want to write it in C or C# i will entertain that. If there is an adventuresome person who wants to write this in Java so it would be web-based I am okay with that. I just do not want crazy restrictions in order for my user base to be worried with. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
