Smartphone barcode scanner

Platform: Windows Mobile 6.x (Smartphone) Language: .NET compact framework or Java We need a prototype of a barcode scanner that use smartphone camera to scan 1D and 2D barcodes. The scanner have to perform continuous scan or scan on demand depending on the user choise, in continuous scanning the same code can be read just one time for second. Every succesfull scan have to contact a webservice on internet, send the readed code and display the information recived on the phone screen (HTML). The phone should be able to read two or more codes per second. The first step consists only in a prototype that will be finished by the same programmer when we complete the complete architecture design.
