It is $111 if you are open to use IBM Watson APIs. If you prefer to not use IBM Watson but use Google Tensorflow to use this I would quote $350. I have done gender and age detection before for a project by looking at images exactly 1 year back. It used to take input of images of people from their twitter profile picture and predict the age and gender. I would love to redo that for you
