Android Streaming MediaPlayer

We need an application that is for the android and be able to manage it from the web server. Steps. 1) Create a Membership website. 2) Customer lands on the website where he can download for free the app. 3) Customer signs into the website becoming a member. 4) Customer grabs Android Phone and fills up username and pass on the app so that the app connects 24/7 to the media streaming website. 5) With username and pass with the paying subscription the server assigns the media file that a customer can play daily. Just one file a day. Lets say for example customer signs in pays $[login to view URL] then customer picks up when signing which file will he want to play daily file #1. With the username and pass assigned to the app customer can only play that file as many times as he wants daily. 6) When signing up customer can buy another membership .. Premium membership where he can play all files from the server daily. 10 - 15 files. This application needs to be for android for staters. We will move to the iphone afterwards if android works 100%. Media Streaming server and Web server need to be based on Linux. We will need to know things needed for this (server part and customer part) Plus we are uploading a tutorial found on the web so that the ppl participating on this job will compile it so that we may know if they are capable of doing the job up front.
