I have already implemented some of the nature inspired algorithms. You can check the particle swarm in my portfolio. I am flexible with the programing language of the implementation because I have worked with many of them (Matlab, Python, Java, Javascript). Python is a good option. The famous traveling salesman problem has been tackled with the three algorithms you have proposed PSO, clonal, and genetic. There are some papers on the net we can consider in this comparative study.
