Wyoming Game and Fish Preference Point System

Wyoming is debating on implementing a preference point system for their hunting tags. The basic system gives everyone applying that doesn't draw a tag 1 pt a year. then only the people with max amount of point can draw the next year. example - 100 tags and 1000 people apply, the next year 900 ppl have 1 pt and 100 have 0 and so on. The issue is what we call Point Creep, where historically these systems seem to never stop going up in how many points are needed for the hardest to draw tags. The intent is to make it easer for everyone to be able to get a tag vs it just being completely random as it is now. I am hoping to find out why this point creep happens and when it will happen and what to expect if the system in implemented. I have attached the draw results showing how the system works. This is for non-resident elk and resident bighorn sheep. The new system will be for resident elk, deer and antelope. The one with not points associated with it is from the resident elk draw that does not have points now but would with the new system.
