Primarily, you have mentioned two important things for implementation for your project i.e. budgeting & return on capital investment. Both of these seems quite workable from my stand point as I have 15+ years of experience in finance, accounting, projects administration & financial controlling with top academics and necessary training.
Moreover, you have also mentioned that most of the required data to build up the financial model is readily available. However, in my personal opinion when we talk about budgeting, there is normally the discussion, preparation, and requirement of P&L, cash flows projections for a period of 3-5 years. But, naturally it all depends on your requirements, time lines..etc.
Last but not the least, please also note that I have worked on several freelance projects on Freelancer.com and other similar portals. I have worked for projects on Mergers & Acquisition, Financial Advisory, Financial Due Diligence jobs and so on.
