Platform for order and food delivery

I need an app for a restaurant for food delivery. App must be for Android and IOS or I also accept a proper secure https web that will work properly for all browsers, devices and resolutions. Functionally is simple, client must perfom a registration (name, surname, email, address, post code, mobile) first time is using the app/website and once logged in he will be able to see the restaurant menu and place items in cart. Payment methods will be cash, PayPal or a safe card payment. All related to data privacy must be inform and accepted when user is making the sign up. I will provide you the data privacy documents. Once a order is done, restaurant will be able to check it in a website or windows desktop app and validate the order. Once an order is finished the user will have the possibility to write a comment about his experience with the order and will also have the possibility to write a comment for each item of the order. All users will be able to see these comments. Restaurant will inform users through the app or website an average time for the delivery (this is entered manually for the restaurant and can be change when they want). Restaurant contact information will be available in the platform (email, telephone and address). Orders cancellations are not allowed through the platform. In this case user will have to call to the restaurant. All data must be stored securely in a database such as mysql. As the restaurant admin, I want to personalize the platform on my own, being able to write the restaurant name, upload a logo and manage the menu. Regarding notifications, users will receive notifications when the order is accepted, when the order is being prepared and when the order is in its way to deliver. The order current status will be also available in the platform. Restaurant admin will receive a notification when a new order is placed. Notification will also activate a short ring sound.
