Need User Interface Built to Display View From Oracle SQL Developer

I'm looking for someone to build me a simple Windows application that can display the results of a View that I have built in Oracle SQL Developer. This is the first stage in a large long term project that I am designing. I have attached a simple graphic to give an example of how the UI should look. Here are some important points regarding the design and functionality that I require : - The main display box should display the data from the view, and should display all of the columns that are contained in the view. I have left space above the main display as I intend to build more functions there. - There needs to be a Filter function built into the display box. Ideally this would enable me to double mouse click on a piece of data that is currently displayed, and the display box would then filter by that value. - It would also be a good idea to have a "Back" button that would enable me to undo the most recent filters (Excel has an undo button that enables user to undo filters, so something similar to that). - Perhaps also a "Clear All" to remove all filters would be a good idea. For security, I would not like to receive the completed program. I would prefer to have the code written, then sent to me so I can paste the code into a Visual Studio project and build the application myself. So I may need some instructions on how to do this, including how to connect to my Oracle database so that the application can get the data from the view. Forgive me if I am unclear on any of the points. My main experience is with Excel, and I am currently converting all of my excel databases into Oracle and now have the need to develop UI to perform a lot of the functions that I used to do in Excel.
