Simple Augmented Reality Website based off Logo Marker

I'm looking to do an AR project. It is our companies 50th Anniversary and we want some content to play every time a the 50th anniversary logo is scanned. the AR will be very simple. Just a spinning birthday cake w/ fireworks that says 'Happy 50th!" maybe some cheering in the back ground or something. I need it to be live by 12/1 I put $10 for the price, because I want you to tell me what it will take. I would love to be able to do this by telling people to go to [login to view URL] and have the browser take control of their camera on their phone or computer to play the content. (not via an app). Additionally, I'd like to not have to use a QR code. IF this works well, I'd like to build a backend to this so we could upload our own markers and content to use in the future as we need. my ultimate plan will be to add on to this so we can upload other markers to be scanned that play different content but still going to the same url
