Looping Animation - Website Banner

I am looking for an AE intermediate - expert who can add some fire/ember/smoke particles onto an existing image - nothing too fancy but certainly a more subtle effect. (Very similiar to [login to view URL]) The fire particles should be emitted from the sides and on top of the existing artwork. There will be a logo and small text in the center of the banner, so particles should not cover this area. It will serve as a video website banner, so it should also be a smooth loop so that it can continuously repeat. The image itself is attached, however the original artwork can be downloaded from Blizzard's Press Center at full resolution (12292 x 5206) [login to view URL] Although there is no *urgency* at the minute, it would be appreciated to have this piece finished sooner rather than later. Unfortunately I also have a low budget (£30 - £40) so please do not bid with prices much higher than this. Thank you!
