Convert a Template to a Website

We have an existing Invoice design in PDF file. We need someone to recreate HTML for this design with the below requirements. The requirement is to create HTML template of that invoice. 1. The template must fit to A4 page. If there is additional data (extra items), it should break into pages, it should properly create a new page while printing. 2. Elements should not overlap on A4, A5 resolution during printing. If the text length is long, it should create new line. 3. There should be placeholder for custom elements. So that when we add new elements anywhere described, it should not break or overlap. 4. The final result should be pixel perfect as per the sample template and should work well across Chrome, Firefox, Safari. 5. The html code written should be injectable into any other HTML page and it should appear the same. We might embed this invoice into other pages. 6. This should be pure HTML / CSS. No additional packages like JQuery, Bootstrap has to be used. There is no necessity for Javascript. 7. There will be some minor changes like adding extra fields that will be informed before finalizing the project acceptance. 8. All above requirements has to be met for project acceptance. We have more pages to be done after this, so looking for a long term developer who can do it best with in our budget. This is just a ONE HTML page content that has to be developed. Budget is 50USD.
