Proxy script for a server with x amount of IPs

I have a server with 250 IPs, but I need a script that can proxify all of those IPs and have them listen all on their own port.

I sell proxies, so I will then need to create a user for each customer I have. So let's say a customer named "johnappleseed" orders 10 proxies, and he wants them IP authenticated. I would need a function to do this:

Enter customers name: johnappleseed (press enter)
How many proxies to allot: 10 (press enter)
IP or User:pass auth? : IP (press enter)
Type IP: [login to view URL] (press enter)

or lets say he wants user:pass auth.

Every user added will need an exported .txt file into the root folder with the proxies in "ip:port:user:pass" format. The file should have the user's customer name.
