Convert PSD layout to HTML

We have a PSD website layout which needs to be cut and converted to traditional HTML format using tables. In addition, we need a dropdown menu installed in the final HTML template file which will be the final deliverable along with the cut images.
This is a very simple and easy project which we *could* complete in-house, however time constraints have made that impossible. The deadline for this project will be 24 hours from acceptance of the winning bid and, because of the nature of the project, a low bid price will have a large impact on the coder we select.
Please do not bid on this project if you are not able to begin work immediately and have the work completed in 1 day.
Just to clarify, we DO NOT want XHTML/CSS. We want traditional HTML with tables for formatting.
