run a small android app, and write some code for it(repost)

i have this app that is meant to take a picture but it says camera failed, i dont think its anything big, but i dont know how to solve it.

i need that solved and also 1 extra functionality added to the app, what i want to do is manipulate the picture, so if i take a picture of someones face and then using my fingers go and up and down on the face it should manipulate the picture, all this does is distort the image so it will look funny.

i need this by 10 pm uk time, its 3pm right now
