Automatically count items from text

We get orders one by one and need to be priced by us individually(delivered in a PDF file). We currently manually go through each PDF one by one and takes a ridiculous amount of time.
Is there anyone that could make a program to count the products in the PDF file and give the item number with how many there are in the items to be bought in the order.
The items are listed as such:
Final Product Number: 1, 2, 3, 3a, 3b, 4, 56, 111c, 117d, (etc, any combination, always separated by commas)
1 each (item name) (part number and details) (brand)
3 each (item name) (part number and details) (brand)
1 each (item name) (part number and details) (brand)
6 each (item name) (part number and details) (brand)
(etc)
Now for each item listed it goes for every Final Product. I.E. for the 3 each item we would need a total of 54 (6 items to make 1 final product, 9 final products list, 6 x 9=54)
The list could continue with other final products and various items to produce the final product for pages and pages.
Ideally we would like to automate this process rather than do this manually. There are Thousands and Thousands of part numbers so if this program would just pick up the part numbers and report at the end how many of each rather than having to do data entry with each part for weeks, it would copy part number, count, report, delete part number for next session.
Feel free to incorporate a PDF conversion software in your bid if need be.

I have done some similar work in the past regarding parsing PDF documents. Should take less than 30 days but the PDF format can be a little difficult sometimes.
We can renegotiate the Bid after you fill in some blanks. Scraping the data off the PDF is very possible. What is of more concern at the moment is once I have the data, what do I do with it. IE Comma Delimited file Altro
Extract from PDF is not a problem. But the processing or work after might be a issue. It would be nice to see any example or JPG. Regards.

This can be done by first converting into a word document and then processing it. Not a seperate tool is necessary..

I have already done a program similiar to what you want when I worked at General Motors where they currently use my program. I feel I can do this project quick and efficiently.
