WMV Video player with frame by frame capabilities

I want an app written that will playback WMV files. There will be a scroll bar along the bottom that when dragged it will change the video as its being dragged without having to unclick the mouse. It needs to be very fast.

I would also like a frame by frame mode that will index the to the next frame or previous frame as the mouse wheel is spun. The number of frames to skip ahead needs to be able to be changed via the app. This also needs to be very fast with rapid update rates. This is my second time posting this as the first person was unable to get this to be a fluid motion with the mouse wheel from one end of the video to the other in either direction. So PLEASE make sure you can do this before submitting a bid.

I have attached a sample file to work with. The project needs to be able to work with files of this quality.

I don't care what language this is written in.
