PHP/WP/WooCommerce Expert Developer for Custom Theme

We need a responsive WP site set up with several pages for a multi-vendor health eCommerce site.
We have designs (in Sketch) ready and will need them turned into a functional responsive WP site (we can use Zeplin so you have the exact dimensions and layers from the Sketch files).
We will use WooCommerce with the Dokan plugin to allow for multiple vendors.
***MAJOR DELIVERABLES***
- Customizations on the backend to manage listings: like moderation of reviews, custom disclaimer sections, etc.
- Categories, top reviews, best sellers.
- Ability to show out of stock items (or completely hide them but not delete the listing).
- Vendor / Seller overall reviews.
- Product page that varies — as it doesn’t always have the same info on it (like some will have a video review and some won't).
- Learning center with various blog article categories
- Functionality to create an account and log into it
