Need WebSite Application including overlaying dynamically driven information on floor layout images

I am a former Software Project Manager with over 15 years experience in development and software project management. I could code this myself, but dont have time, and am not a full time coder anymore, so would probably go slowly.
I need an application that uses a dynamic table of data to overlay graphical information on an image (jpg) of a floor layout. The image must be zoomable similar to google maps. the information that must be overlayed includes Green, Red and Yellow dots representing the status of various structures located on the floor diagram. These are dynamic, and must be read from DB to display per the DB indicator for eh particular location on a particular floor [url removed, login to view], the application must be flyover aware such that if the user mouses over a green, yellow, or red dot, additional text information floats over the dot. Again, its dynamic information.
Per utility, the system must support import/merge of the raw data with a 5 column combined key as the index as the data will be imported/merged each month, and the map must, of course, reflect the changes in the underlying dynamic data.
Also, at higher out zoomed levels, the application should aggregate and overlay the aggregate red , yellow, or green circle based on the number of each for that area. (see zoomed out dashboard for example)
