Combine Two Wordpress Plugins

There are two simple plugins that need to combined to offer one controlled environment. The code is 95% done. One is to limit the number of posts per user per day by role. The other is a simple [login to view URL] snippet that limits the number of words per post per user.
What needs added to the word limit plugin is the ability to define the limit per role. We don't want the administrator to have any word limits, but all users must be limited to 400 words. This needs definable in the configuration console.
The plugin will have to be proven on a clients working environment before closing payment.
The plugin would be branded as belonging to our company and would later be posted to the Wordpress repository as a resource. Therefore a non-compete would be required along with the understanding that duplication of this project is strictly forbidden.
Ridiculous quotes will be ignore and deleted. It isn't a hard project. As our history shows, we will be flexible with payment if time exceeds the quote. A user must have a long proven history with Wordpress plugins and large number of 5 star approvals. We will not consider project scalper. We will only work directly with a developer. Support of this plugin will be ongoing as other projects are pending for the right candidate.
