Build an Online Store

I want to have an online system that can recieve sms from a phone into an online database. Example of such sms is as follows:

KIO8SA2TUE Confirmed. on 24/9/16 at 6:37 [url removed, login to view] recieved from 254719811112 JOSEPHAT BIKET. New Account balance is Ksh1,432.06

This is an Mpesa message that comes whenever someone sends money to your phone in Kenya. The first code KIO8SA2TUE is the 10 digit mpesa code unique for each and every transaction. Both the sender and the reciever of the money gets an sms with this code whenever money transfer happens. [url removed, login to view] implies that the amount transfered is 400 Kenyan shillings. 254719811112 is the phone number that sent the money. However, it should be stored as 071981112 - that is 254 should be replaced with 0. JOSEPHAT BIKET is the name of the sender. Ksh1,432.06 is the new amount in the receiving phone number's mpesa account.

I wish to have an online system where one can download some educational materials after making a payment for each and every download. Whenever a customer clicks on an item, a bill should show in the website indicating the amount required for the selected itmes. The customer proceed to make the mpesa payment by phone. The sms like the one above will be recieved by my gsm or android mobile phone. This will then communicate with my online database, where the database will retrieve and store the name, items selected, amunt paid, date of payment, customer's name and my new account balance.

A dialogue box should then appear prompting him/her to enter his/her phone number and the 10 digit mpesa code. If these consider with the information in the database, then permission should be granted for the download and download should begin immediately. Otherwise, the customer should be asked to renter the correct [url removed, login to view] the phone number and the 10 digit mpesa code should be used to validate the download.

This system should also include a facility for other people to register, upload their materials and whenever a customer purchases these materials, I should be able to identify whose materials have been purchased, when, the total amount and by which customer such that I can send the onwer 70 percent of the amount.
