Re-Build Dynamic Website / CMS for Insurance Co.

We are looking for an experienced web developer and graphics artist to rebuild our current website to display content dynamically and offer features previously not available. This website should capture or mission statement, be aesthetically pleasing and be easy to maintain. We also are looking ahead to more advanced web development, so the goal is to develop a strong relationship with skilled professionals.
Rather than outline the whole site in this description, I'll list some of the features/traits of waht we are looking for.
- The bulk of the site is similar to a product catalogue, but is primarily a resource to the brokers that work with us. Nothing is sold directly from the site, yet.
- We'd like professional looking graphics and animation. A combination of HTML / CSS / Flash is preferred. Since it's dynamci, you must also be familiar with any of the popular technologies. (,net, php, cold fusion, etc.)
- We are hosting a great deal of PDF's and forms for use by our brokers, so one little feature will be an easy / secure way of accesing these.
- We'll want to maintain a client and newsletter list, and publish our news via RSS.
- We'll need some form of a content management system to allow for our employees to add product pages and update site information quickly.
- We have long term goals of interfacing with our other database systems. Experience in Oracle, or JSP would be a major plus.
We are based in Encino, CA, and would prefer someone who is local enough to meet on site. Our budget is flexible and we pay promptly.
