Error Uploading to Dedicated Server Database #1153-Got a packet bigger than 'max_allowed_packet' bytes

Have dedicated server with Godaddy. When web developer trying to upload database, we receive an error message "#1153-Got a packet bigger than 'max_allowed_packet' bytes". Error is in MySQL database.
Godaddy did some problem solving. When they check -- MySQL is running -- cause of that particular error appears to be the max_allowed_packet value in /etc/[login to view URL] would need to be increased and restart MySQL service -- by default it is set to 1M. My web developer can access SSH but is experiencing problems with permissions. He states the account godaddy provided does not have the privilege to make changes.
Here is the file patch:

I have a screen grab showing 'operation not permitted' in SSH Terminal screen.
I need this fixing so my web developer can continue to upload to database.
