Looking for Monthly SEO Work on a number of sites

Hi!
Over the next week, I am looking to hire someone to work for me on a monthly basis, doing simple SEO work for sites.
All the sites have had ON-SITE work done, and I need someone to help with the off-site work.
The work involves
link creation
blog commenting
article submission (and possibly writing for extra pay)
signing up on web 2.0 services such as twitter, facebook and blogger
Submitting Videos to video sites
Updating all social networks with new articles/videos/blog posts
And more.
Done correctly, there should be no more than 30 hours of work per month for 5 sites (which may increase depending on the number of clients I get - but rest assured you'll be paid more for more work)
Please let me know your bid for 30 hours of work. I also would like to see some examples of SEO work that you have done, as this is a long-term job, and I need someone who I can count on.
I want ONLY WHITE-HAT LINKS CREATED - nothing black hat. Link farms will get you fired. Blackhat will get you fired. No negociation.
I also need you to be able to create a report in excel format of the work you have done.

Updates:
The report in excel must be made WEEKLY (and sometimes more often if I request) - If I don't see evidence of the work being done, I will cancel project and payment - NO time extensions - NO EXCEPTIONS.
You will work to MY schedule - I already have an outline of everything that I need
This is NOT for on-site on consulting work. I need you to be an EXPERIENCED OFF-SITE WORKER - Nothing else. If you include on-site in your bid I will not consider you, as you have not read.
The sites are all LOW COMPETITION and GEO-TARGETED, so it should be EASY to rank.
Finally, please include in your PMB that you have UNDERSTOOD everything I have written. If I get a PMB that is a generic sales letter or includes anything about consulting or on-site work you're NOT getting the job. Simple.
Ok, one more update.
I do NOT want to see your pacakges. I have my OWN list of things I need you to do.

Write 7 Articles and submit them to Blogger Blog
Add Blogger to webmaster Account
Submit Blogger Sitemap
Ping (Notify Web Servers incl. Google) About Each Blog Post
Write 7 More Articles
Submit Articles To Authority Article Directories
Ping All Articles
Continue Blogger and Articles Submission
Write and Submit a Press Release
