Build Back-end Custom site with existing HTML Template

Hello,
I have a site on wordpress that I want to switch to HTML. There is no user data that needs to be migrated but I want to have the same functionality in the HTML site. I have found a HTML template that I want to use for it. I need someone to build the functionality using the template. Here is the template that has probably 90% of the pages I would require and a lot more that I will not use;

The additional customation I would require is a section on the listing page to add a coupone which I believe currently somehow exists in the template.
Also, I need user membership management, meaning that there would be two types of members that see some pages differently based on the type of member they are.
The last feature that is required is, to get information from zoho subcription to create a user. I am planning on using zoho subscription for billing, and so it is able to pass information when a subscription is created, and I would like to use that passed information to create a user. If you think there is an easier free way to build a subscription and send invoices I am ok to change this and have it all in the site and would probably prefer that.
All the content is created, so it should be a very easy and quick project to tie everything together.
