I need a site like this one programmed

I want a backend, where I can edit all the info.
I also want people to be able to send links in for me to review and approve for new companies.
On the right side and bottom I want to be able to upload banners (flash, gif, etc.) with a link to websites.
I need no navigation on top like there is.
The design and color scheme should be close to [url removed, login to view]
The information part on top should not be static as I might add more than three parts of text or maybe less.
The site needs to be SEO so that it can be found easily!
