CakePHP SEO job, PR increase, google listing

Hello,

I need someone, who could write me, what modifications does my CakePHP site need in order to increase its PageRank (now it's 0). I need relevant meta tags such as description, keywords (content cannot be really modified because it is an auction site). Any modification should have taken on the site will be done by me, you only have to write me what to do.

Money will be released when the site reaches PR 2. Forget linkbuilding now!
