Build a Website - clone directory script

I need someone to build a directory website using all the features and functions that's available for [url removed, login to view] directory script. It should be an exact clone of that script. My site will be for an acupuncture directory.

I do not want this built using Wordpress.

I want fast light weight code. The site needs to load fast.

I will need to know how you will build this. Such and languages, database, if using a particular framework, I will need to approve.
