Convert PSD to Responsive HTML

I'm looking for somebody who could convert the PSD to a responsive HTML.
I'd prefer you use a framework for the CSS, please tell me which framework you want to use with your bid.
Requirements:
- The HTML does not have to be pixel perfect. However please keep the same proportions. (e.g. space between top and menu is the same as space between menu and content, image and content, etc...)
- Dropdowns should be a little bit transparent
- Dropdown simular as this one is okay: [login to view URL] (if possible, extend on mouse over)
- The image in the design is a scroller of multiple images (next to autoscrolling, also controllable by the thingie below)
- Thingie next to the content/text is a scroller
- On small screens (e.g. iPhone) content should shift as can be seen on the example, please scale to appropriate proportions. (in other words, the attached image is just an example, we did not take the actual measures into account)
- Please use as much CSS as possible (e.g. don't use images for the borders and dropdown menu items)
- Whenever a menu item is active, highlight the button in green (same color as the "MAKE-UP" text)
