Small program to merge and split bin files

This time I need a small program that merges 2 bin files in 1, and spits 1 file in 2.
Files merged and split following specified pattern, please see attached samples.
It should work in DOS box of Win 2K and Win XP.
Use simple syntax as following:
for merging files
BINUTIL /MERGE /[login to view URL] /[login to view URL] /[login to view URL]
for splitting files
BINUTIL /SPLIT /[login to view URL] /[login to view URL] /[login to view URL]
Be able to use script/text file for multiple merges and splits
BINUTIL /[login to view URL]
Where content of the script file should look like this
/MERGE /[login to view URL] /[login to view URL] /[login to view URL]
/MERGE /[login to view URL] /[login to view URL] /[login to view URL]
/MERGE /[login to view URL] /[login to view URL] /[login to view URL]
/SPLIT /[login to view URL] /[login to view URL] /[login to view URL]
/SPLIT /[login to view URL] /[login to view URL] /[login to view URL]
Display syntax listed above after BINUTIL /?
Have some sort of check for existing filenames before the command or script is executed.
