Windows 10 Metered Apps

I want to develop a W10 desktop app that disables network access for specified apps when W10 metered connection is active. In particular, OneDrive, GoogleDrive and Dropbox. The functionality needed is the equivalent of manually disabling sync in the application. In the app, syncing should be automatically disabled when the metered connection is active and re-enabled when it goes inactive. There are several possible approaches but the selected approach must be robust and must work alongside firewall systems. If a solution can be developed then this product would be developed in order to be published in the Windows app store. Ignore the budget prices stated below. Just provide your best estimate.
