I need a programmer with basic design skills

Pharmacy company needing a tool to scrap current manufacturer coupon sites to grab field names, and values if applicable to, then create a tool with a basic interface that requires a login. The tool will allow the user to select the coupon site needing to auto-populated with specific answers and the information of First Name, Last name, email, Date of Birth to be entered by user. IT will the fill out the form fields, and questions, then take them to the print or download page of coupon. We will need an admin section to be able to manually add sites and fields, values and response as well, or have the project on going for new sites that require custom processes.
