I can also give you our team high level understanding paragraph to make sure that we are both on the same page in terms of requirements understanding but my main concern is that our team estimate coming higher than €1500, so not sure if you can be flexible in it. No doubt, there are many bids within this budget range, as every bidder want to get this project, because on Freelancer website, whatever budget you will select to post the project, mostly people will bid within that budget range, no matter what actual working hours or cost it takes to develop. Hi, I am a computer science graduate based in the UK, I do freelance web development for a living and I would love to work with you on this project. In the past I have built something similar with it being an admin panel that interacted with a rest API. I would build this admin panel in PHP based on top of the Laravel framework, althout in your documentation you say no user accounts are needed it would be easy to implement with this framework if that was changed. In PHP it will be no problem to run it on your local nginx server. The front end will be in bootstrap with jquery to make the pages responsive and clean. Translation of text will be built into the system, and the google translate API can be used to fill in any spots where the language is changed. Everything else in the document provided should be no problem and I am confident about the development of this project.
